The speech is John F. Kennedy's famous speech at the Rice University (Texas) on september 12th, 1962. The static background signal is the Wow-signal, a signal picked up on august 15, 1977 by the Big Ear radio telescope, a part of the SETI project. It's the only signal ever to match the expected pattern of interstellar communication. It lasted 72 seconds, never to be repeated again.
